The District of Columbia Government (the “District”), Office of the Deputy Mayor for Planning and Economic Development (“DMPED”) seeks a highly qualified Contractor to perform a comprehensive study to determine whether a statistical disparity exists in the utilization of minority- and women-owned business enterprises in the District’s contracting and procurement activities based on four years (FY17-FY20) of historical data.

The Solicitation, RFP No. DCEB-2021-R-0001, is hereby amended to delete the original solicitation issued on November 16, 2020, and substitute with the attached solicitation.
Due date and time for submission of offerors is on or before 2:00PM LOCAL TIME, Wednesday January 27, 2021.

On Tuesday, December 1st, DMPED and DSLBD hosted a Disparity Study General Information session to provide an overview of what a disparity study is and the objectives of the District's disparity study. Please find the presentation here.

In addition to the public information session, a formal Pre-Proposal Conference for prospective offerors to answer any RFP-specific questions was held virtually on Friday, December 4th at 3:30 p.m. The conference provided a structured opportunity for the District to accept technical questions from prospective offerors for the solicitation as well as clarify the contents of the solicitation.
