The District of Columbia, through the Office of the Deputy Mayor for Planning and Economic Development (DMPED), is issuing this Request for Proposals (RFP) for the redevelopment of 2724 ½ Martin Luther King Jr. Avenue SE (“Parcel 1”) on the St. Elizabeths East Campus in Ward 8.

Located in the Congress Heights neighborhood, St. Elizabeths East sits three miles from the U.S. Capitol and across from the historic West Campus, now home to the U.S. Department of Homeland Security headquarters. Established in 1855 and later designated a National Historic Landmark, St. Elizabeths is one of Washington, DC’s most significant historic sites and one of its last major redevelopment opportunities. The federal government transferred the 183‑acre East Campus to the District in 1987, and a 2005 Framework Plan envisioned phased development including new housing, office, retail, academic, cultural, and open‑space uses.

Parcel 1, located along Martin Luther King Jr. Avenue SE and Magnolia Street SE, offers a prominent opportunity to advance the broader St. Elizabeths East redevelopment vision and strengthen connections between the historic campus and surrounding neighborhood amenities. Proposed development should reflect the parcel’s significance to the community and contribute meaningfully to the continued transformation of St. Elizabeths East.

DMPED will host an online Question and Answer Portal (“Q&A Portal”) during the Pre‑Response Question & Answer Period, which will run from March 19 through April 18. Responses to submitted questions will be posted on the Project Website on a rolling basis, and Respondents are encouraged to check the site regularly for updates. Site Tour
DMPED will conduct a site tour of the Development Parcel (“Site Tour”) on April 1, 2026. Attendance at this session is strongly recommended for all Respondents.

The tentative schedule for the Site Tour is as follows:

  • 1:00 pm – 1:15 pm: Arrive and Check-in
  • 1:20 pm – 1:45 pm: Site Walk

Respondents can RSVP by March 31, 2026, by emailing Anthony Moore, Project Development Manager with the name, organization, phone number, and email address of the attendee(s).

All attendees must complete the site tour waiver, release, and indemnification form (“Waiver Form”) that has been attached as Appendix H. Executed Waiver Forms will be collected prior to commencement of the site walk. Those that have not executed the Waiver Form will not be permitted onto the Development Parcel.
