The site known as Plaza West is located at the northeast corner of 4th and K Streets NW in the Mount Vernon Triangle neighborhood. In 2005, the District through the Office of Property Management (predecessor to the Department of General Services), conveyed the property to the non-profit developer, Golden Rule Plaza, Inc. (GRP), a wholly-owned affiliate of Bible Way Church.
The development program consists of 223 units of affordable rental housing, that will provide homes for two populations with special needs: 11 units will house Department of Behavioral Health (DBH) residents with incomes of less than 30% of Area Median Income (AMI) and 50 units will house “grandfamilies” – grandparents raising grandchildren where the parent is not present — serving families with incomes between 30% and 50% AMI. The rest of the 162 housing units will be available to persons with incomes of less than 60% AMI. The project will provide much-needed affordable housing in an amenity-rich area where market rate development commands some of the highest rents in DC. Unique features of the project include an extensive outdoor area of over 9,500 square feet as well as a significant grandfamilies support services program, targeting both children and seniors.
