Pursuant to D.C. Official Code § 10-801(a-1)(1), if the Mayor believes that real property is no longer required for public purposes, she must submit to the DC Council a proposed resolution that includes a finding that the real property is no longer required for public purposes.  This proposed resolution, called a “surplus resolution,” must include a description of the real property and explain why it’s no longer needed for public purposes.
