Overview:
The Office of the Deputy Mayor for Planning and Economic Development (DMPED) assists the Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue. DMPED pursues policies and programs that create strong neighborhoods, expand and diversify the local economy, and provide residents with pathways to the middle class.  

Position Description:
DMPED is seeking an Attorney Advisor to serve as an Assistant General Counsel within the Office of the General Counsel (Office) of DMPED. The attorneys in the Office advise DMPED staff on District of Columbia and federal law affecting the programs within DMPED, which include real estate, real estate finance, contracts, grants and other financial incentives, and municipal governance, and support DMPED’s operations in employment matters. In addition, the attorneys in the Office provide legal support in drafting a wide array of documents, including contracts, Memoranda of Understanding (MOUs), grants documents, legislation, real estate transactional documents, regulations, and policies.

Specific responsibilities include:

  • Provides legal advice to the Deputy Mayor and her staff on legal issues involving DMPED’s programs and operations.
  • Prepares legal documents on complex and substantive matters, sometimes of an urgent nature, providing summary analyses of issues and recommendations for consideration by the Deputy Mayor and her staff.
  • Conducts legal research on laws relevant to DMPED’s programs and operations and provides clear, well-reasoned analysis of the findings in either a written or oral format.
  • Represents DMPED in the negotiation of the terms of complex real estate, affordable housing, and finance transactions, agreements involving grant awards and other financial incentives, and other related contracts with third parties.
  • Provides guidance to management on labor and employment matters.
  • Represents DMPED on matters before the Office of Administrative Hearings, the D.C. Office of Human Rights, the D.C. Office of Employee Appeals, and the U.S. Equal Employment Opportunity Commission.
  • Performs other related duties as assigned.

Experience/Qualifications

  • Understanding of the mission, functions, organization, policies, and system requirements of the District of Columbia government as well as the mission and programs of DMPED.
  • Ability to excel in a fast-paced working environment by providing responsive and well-reasoned legal advice and work product on time-sensitive issues. Produces written work product that is clear, concise, and free from errors in a short period of time.
  • Superior critical thinking and analysis of legal issues, some of which may be novel.
  • Superior communication skills both orally and in writing to prepare and present oral and narrative reports. Superior legal writing and public speaking skills. Ability to exercise tact, discretion, and skill in personal relations in dealing with people at various levels, job categories, and groups.

Education
Applicants must have a Juris Doctorate (J.D.) from a law school accredited by the American Bar Association (ABA). For consideration, applicants must have at least four (4) years of post J.D. related experience in the legal field.

License and Certification
Applicants must be active members in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. If eligible for waiver, incumbent must subject an application for admission prior to commencing employment and successfully obtain admission to the D.C. Bar within 360 days of commencing employment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia bar during their employment in the Legal Service.

Salary
The position is a grade 14 on the District government’s Legal Services (non-union) scale. The salary ranges from $128,824 to $167,497. Actual salary is determined by a variety of factors, including years of experience, applicant qualifications, internal equity comparisons, agency organizational structure, and the applicant’s past salary history.

This position is not in the collective bargaining unit.
