Mayor Vincent C. Gray Appoints Three New Top Level Managers
(Washington, DC) – Mayor Vincent C. Gray, in his continuing efforts to bring to his Administration talented professionals who will help manage the District of Columbia government with innovation, integrity, and collaboration, announced the selection of three individuals who will be committed to serving this city with efficiency, enthusiasm, and accountability.
Mayor Gray named Victor L. Hoskins as the Deputy Mayor for Planning and Economic Development (DMPED); Jeffrey D. Richardson as the Director of the Office of Gay, Lesbian, Bisexual, and Transgender Affairs; and Phillip A. Lattimore III as Director of the Office of Risk Management. Hoskins and Lattimore must be confirmed by the DC Council.
Mayor Gray’s remarks follow.
One of my immediate priorities is to dramatically reshape the mission and structure of DMPED and Victor L. Hoskins will lead this critical effort. There has not been enough focus on job creation and business development in this city and that will change in the Gray administration.
He has more than 25 years of experience in executive level leadership, economic and community development, transportation, real estate finance, housing and organizational management. Previous positions included Cabinet Secretary with the Maryland Department of Housing and Community Development, Assistant Secretary of the Maryland Department of Business and Economic Development, and Fannie Mae’s Lead Director of Community Development in the Mid-Atlantic Markets.
Since 2009, Mr. Hoskins has been Vice President of Quadel Consulting, a Washington-based organization that has worked at creating and implementing affordable housing initiatives across the country.
Mr. Hoskins has a Master’s Degree in city planning from the Massachusetts Institute of Technology (MIT) and a Bachelor’s Degree from Dartmouth College.
I am nominating Jeffrey D. Richardson as Director of the Office of Gay, Lesbian, Bisexual and Transgender Affairs (GLBT). Mr. Richardson is currently the Director of National Programs for The Center for Progressive Leadership, where he manages programs designed to develop progressive leaders to work in national politics, policy-making, and advocacy.
As Director of the GLBT Office, Mr. Richardson will provide outreach and constituent services to the GLBT communities. The District of Columbia has one of the largest and most diverse GLBT communities in the nation. And in the spirit of One City, Mr. Richardson will lead collaborative efforts with these constituents, the community at-large, and the government.
Mr. Richardson has been a respected and credible voice for the GLBT community in his position as President of the Gertrude Stein Democratic Club. He also served as a Program Officer with the DC Children and Youth Investment Trust Corporation, where he managed a grant-making portfolio of a half-million dollars in funding for anti-truancy, drop-out prevention and family engagement initiatives.
Mr. Richardson obtained his Master’s Degree in Social Work from Howard University and B.A. from the University of North Carolina at Chapel Hill. He lives in Northeast Washington.
Finally, I am nominating Phillip A. Lattimore III as Director of the Office of Risk Management (ORM). The mission of the Office of Risk Management is to reduce the probability, occurrence and cost of risk to the District of Columbia government. This office oversees workers compensation and tort liability programs, among other insurance related matters.
Mr. Lattimore has been with the DC Office of the Attorney General (OAG) since 2006, most recently as General Counsel to the Department of Human Resources. At the OAG, he has provided advice on complex legal matters related to merit personnel, retirement and relief, and employee appeal issues. Prior to joining the Office of the Attorney General, Mr. Lattimore was a Senior Associate General Counsel at Howard University and Howard University Hospital.
He received his law and undergraduate degrees from American University and lives in Ward 5.
