(WASHINGTON, D.C.) – Mayor Vincent C. Gray announced today that F. Thomas Luparello will serve as Acting Director of the DC Department of Employment Services (DOES). Luparello has served as the Interim Director for the agency since January 2014 after serving as the agency’s Chief Information Officer for one year and four months.
“I am very pleased to announce Luparello as the Director of the Department of Employment Services,” said Mayor Gray. “His background and technical understanding of the intricacies of the agency make him the right choice for this role. He will continue the agency’s innovation and modernization at full speed, and we expect to see great accomplishments from his leadership.”
Luparello brings extensive knowledge to the Director position, having begun his tenure with DOES in 2010 as Senior IT Manager. In 2011, he was promoted to Deputy Chief Information Officer, and assumed the role as Chief Information Officer in 2012. He has been intimately involved in the agency’s transformation and modernization and spearheaded business intelligence gathering and business analysis. His leadership and experience in business management, infrastructure support, security, administration, and project management has helped the agency make substantial improvements in service delivery and internal operations.
Prior to his work at DOES, Luparello served as Chief Technology Officer and co-founder of a private consulting group that provided technological support and innovative tools to small businesses seeking access to federal contracts. After 15 years, he began his career in the public sector by joining DOES.

Hoskins. “He brings an innovative, solutions-oriented approach to tackling the District’s workforce development challenges. His comprehensive knowledge of DOES makes him a natural choice for Director.”
As Director of the District’s lead workforce agency whose mission is to put people to work, Luparello will be responsible for the formulation, development, and implementation of labor policies, plans, and programs; the promotion, coordination, and execution of related policy, plans, and programs; and the administration of laws pertaining to labor programs and activities. Luparello is excited and eager to work with stakeholders, partners, staff, and other agencies to continue to move forward with Mayor Gray’s agenda.
Luparello currently resides in Ward 1.
