Deputy Mayor Hoskins Announces Short-List for Walter Reed Master Developer Team

Five respondents to the request for qualifications prequalified

(Washington, DC) – Deputy Mayor for Planning and Economic Development Victor L. Hoskins today announced that the District of Columbia, through the Office of the Deputy Mayor for Planning and Economic Development (DMPED), has selected a short-list of respondents to the Request for Qualifications (RFQ) for Master Development Services for the former Walter Reed Army Medical Center campus in Ward 4. Five of the nine responding development teams have been invited to respond to an upcoming Request for Proposals (RFP), which will be issued within the month and signals the next stage of the process to select a master developer for the site.

“The District is pleased to have had quite a few responding teams seeking to be the master developer for the former Walter Reed Army Medical Center site,” said Deputy Mayor Hoskins. “At this time, we are excited to move forward with a group of prequalified teams that all have a strong range of financial and experiential skill sets that are needed for the site’s overall development.  We are confident this group will yield a master developer that will enter into a strong and productive partnership with the District and the community.” 

According to transmittal letter signatories, the five pre-qualified teams that have been invited to respond to the RFP are:

  • Forest City Washington
  • Hines
  • Urban Atlantic Joint Venture
  • Roadside Development
  • Walter Reed Associates, LLC (The Wilkes Company, Capstone Development LLC, and Quadrangle Development Corporation)
  • Western Development

In addition to the transmittal letter signatories, pre-qualified and other responding teams represented a wide array of major development, architectural design, construction management, and other firms.
