Deputy Mayor Hoskins Announces Short-List of Respondents Competing to Revitalize the Historic Franklin School

All Four Respondents to the Request for Qualifications Prequalified

(WASHINGTON, D.C.) – Deputy Mayor for Planning and Economic Development Victor L. Hoskins today announced that the District of Columbia, through the Office of the Deputy Mayor for Planning and Economic Development (DMPED), has selected a short list of respondents to the Request for Qualifications (RFQ) for redevelopment of the historic Franklin School building located in Ward 2. All four of the responding development and tenant teams have been invited to respond to a Request for Proposals (RFP), which was issued today. 

“The District is excited to have had these four teams respond to the RFQ,” said Deputy Mayor Hoskins. “We are pleased with their interest in redeveloping the Franklin School and are poised to select a development team that will be a strong partner to the community and the District.” 

The four prequalified teams that have been invited to respond to the RFP are as follows:

  • Abdo Development and CoStar Group
  • Bundy Development Corporation, Lowe Enterprises Real Estate Group and the National Association of Multicultural Digital Entrepreneurs
  • Douglas Development
  • EastBanc, Inc., Institute for Contemporary Expression (ICE-DC) and the ThinkFoodGroup.

DMPED issued the RFQ on April 10th of this year, and received responses on or prior to May 23rd. Following review of the responses to the RFP, a developer will be selected in December of 2013. Then, a disposition process for the site will begin in the spring of 2014, and redevelopment at the site will commence subject to approval of the disposition package submitted to the Council of the District of Columbia.
