Deputy Mayor Hoskins Announces Departure of Lisa Mallory, Director of DOES

Thomas Luparello to serve as interim director while executive search is underway

(WASHINGTON, DC) – Deputy Mayor for Planning and Economic Development Victor L. Hoskins today announced that Lisa Mallory, the Director of the Department of Employment Services (DOES), has been named CEO of DC Building Industry Association (DCBIA), effective January 6, 2014. During her tenure as director, Mallory has led the District of Columbia’s innovative One City • One Hire initiative, which is a strong partnership between government and businesses to match unemployed District residents with existing job vacancies. Since its launch in 2011, nearly 8,000 residents have been employed by over 930 businesses. Deputy Mayor Hoskins also announced the appointment of Thomas Luparello, Chief Information Officer for DOES, as interim director while an extensive search begins to replace Mallory.

“I want to thank Lisa for her service and dedication to the District, especially to those residents seeking employment and training opportunities,” said Mayor Vincent C. Gray. “She transformed DOES from an agency where people used to go only to file unemployment claims to one that now helps prepare residents for a brighter future. Her leadership on the innovative One City • One Hire program, which was recognized by the Kennedy School of Government at Harvard University, has helped connect thousands of unemployed District residents with jobs. I wish her the best in her new role at DCBIA, where she will undoubtedly continue working to make the District a better place for all its residents.”

“Director Mallory’s creative and innovative ideas have helped transform the District’s efforts around connecting unemployed residents with employment opportunities,” said Deputy Mayor Hoskins. “Her leadership skills and forward thinking have been valuable towards accomplishing our goals around growing and strengthening the District’s economy. We wish her much success in her new role as CEO of DCBIA.”

Mallory, who joined DOES in February 2010 as Chief Operating Officer, also pioneered on-the-spot Path2Work hiring events where candidates are pre-screened for employers and hiring decisions are made on site. Prior to DOES, she served as senior vice president at ICF International and was senior vice president of Policy and Consulting at the Fannie Mae Foundation. In addition, Mallory has extensive local and federal government experience including serving as the director of the Center for Innovation and Reform in Washington, DC, and being a member of the senior executive service and at the Clinton White House, the US Social Security Administration and the US Department of Health and Human Service. Mallory earned a Masters of Business Administration from the George Washington University in International Business and a bachelor’s from the University of Maryland in Business and Technology Management.

Luparello manages the extensive day-to-day technological operations of DOES and has been intricately involved in the transformation of DOES with a focus on improving service delivery. In this capacity, he performs extensive business intelligence gathering and business analysis to provide optimal modernization solutions to agency initiatives and challenges. This experience has given him a comprehensive perspective over DOES operations. Thomas has broad experience in business management, infrastructure support, security, administration, operations, and project management. He holds a bachelor’s degree from St. John’s College in New Mexico, a graduate degree in business administration from the University of Chicago Graduate School of Business (now the University of Chicago Booth School of Business), and in law from Chicago-Kent College of Law.
