Pursuant to D.C. Official Code § 2-219.03, the Mayor must include for every government-assisted project or contract a requirement that the beneficiary enter into an employment agreement with the District that requires, among other things, that 51% of new employees hired to work on the project or the contract shall be District residents.  This employment agreement is known as a “First Source Agreement” and is included along with the disposition resolution.
