The Office of the Deputy Mayor for Planning and Economic Development (DMPED) coordinates, plans, supervises and executes economic development efforts in the District of Columbia, toward the goals of creating and preserving affordable housing, creating jobs and increasing tax revenues. The Deputy Mayor oversees a cluster of agencies that are central to the District’s economic development strategies, including the Office of Planning (OP), Department of Small Local Business Development (DSLBD), Department of Buildings (DOB), Department of Licensing and Consumer Protection (DLCP), Office of Cable Television Film Media and Entertainment (OCTFME), Department of Housing and Community Development (DHCD) and Department of Insurance Securities and Banking (DISB).
Position Description:
This position is in The Office of the Deputy Mayor for Planning and Economic Development (DMPED) which is responsible for assisting the District of Columbia Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue. DMPED pursues policies and programs that create strong neighborhoods, expand and diversify the local economy, and provide residents with pathways to the middle class.
This role manages the financial, operational, and strategic performance of District/DMPED-owned assets ensuring they are maintained, leveraged, and positioned to support housing, job creation, and community serving outcomes while simultaneously auditing and monitoring private developers who have received District/DMPED funding, loans, or tax incentive; maintains a centralized automated property inventory of all real property assets; audits the inventory; classifies all real property assets owned or leased by District/DMPED; assists in the acquisition and disposition of leasehold interests in real estate for the District of Columbia government. In addition, this position is responsible for making recommendations to the Deputy Mayor, the Director and Deputy Director of Real Estate, and others concerning real estate asset related policies and plans.
Specific Duties Include:
- Execute and reconcile the collection of tenant rents, commercial lease revenues, and housing subsidy vouchers across DMPED-owned assets.
- Process, verify, and authorize bulk utility payments (water, electric, gas, trash) and vendor invoices for property maintenance.
- Monitor and fund replacement reserves and escrow accounts to ensure long-term capital improvement funds are available.
- Conduct annual financial reviews of private developments funded by the District/DMPED to evaluate project solvency and minimize foreclosure risks.
- Audit developer rent rolls to ensure tenant rents match mandated affordable housing income tiers and utility allowances are calculated accurately.
- Contract for services to appraise the value of District/DMPED properties.
- Coordinate the delivery of all services provided under contract to DMPED including its contractors and subcontractors.
- Assist in the development and implementation of standard operating procedures to improve the asset management performance of the office.
- Provide policy advice and recommendations to senior level officials throughout the agency.
- Assist with budget formulation by reviewing and recommending approval or modification of both operating and capital budget requests for various assets. Prepares asset income plans and income projections to be used as part of the budget formulation process, in project planning and analysis, and in calculating other financial indicators.
- Monitor developer adherence to District/DMPED loan agreements, Land Use Restriction Agreements (LURAs), and Low-Income Housing Tax Credit (LIHTC) guidelines and other real property and asset related agreements.
- Establish asset value for use in both pricing strategy and asset financial performance analysis.
- Analyze asset performance using various financial metrics including but are not limited to costs, income, income/expense ratios, value, return on investment, and other financial indicators.
- Develop database of assets history and financial performance and make regular reports.
Experience/Qualifications:
- Bachelor’s degree in real estate, accounting, finance, public administration, or a related field.
- Demonstrated experience managing real estate assets, portfolios, or complex facilities.
- Expert knowledge of audit procedures to lead audits of billing associated with leases, lease compliance, and utilities.
- Strong financial analysis, valuation, and contract management skills.
- Ability to interpret legal documents, leases, operating agreements, and regulatory requirements.
- Experience working within government, public agencies, or mission driven organizations preferred.
- Exceptional general negotiation and interpersonal skills.
- Expert ability to communicate ideas clearly and concisely, both orally and in writing, and prepare recommendations and findings; and to develop and maintain positive business relationships.
- Demonstrated experience with Microsoft Office and any other related software methods in performing essential duties.
Salary: This position is a grade CS-14 on the District government’s career service salary scale. The salary ranges from $109,999 to $141,707. Actual salary is determined by a variety of factors including years of experience, applicant qualifications, internal equity comparisons and the agency organizational structure.
