The 5201 Hayes Street project, also called “Deanwood Hills,”— will transform a vacant property into 150 units of quality housing for District residents. The project furthers development east of the river in Ward 7,— and is a critical investment in the Deanwood neighborhood and the Nannie Helen Burroughs corridor.

Formerly a trash-transfer facility, the District acquired the two acre site along Hayes Street in 2008 as a “Build First” parcel for the purposes of developing mixed-income housing for the New Communities Initiative. The four-story residential project will include a number of larger three and four bedroom units for families currently living in Lincoln Heights and Richardson Dwellings. Implementation of the Lincoln Heights/Richardson Dwellings New Communities Initiative to date has consisted of a combination of smaller offsite developments totaling 134 units, including 41 replacement units. This project will represent the largest single development to date for the plan’s offsite replacement housing component, doubling the current numbers, while the city continues to work with the DC Housing Authority to refine the onsite master plan and prepare for onsite redevelopment. The city’s commitment is in creating a neighborhood of diverse populations, extensive housing choice, and neighborhood amenities – this project will move the neighborhood closer to achieving that goal. The development plan fully supports the guiding principles of New Communities and priorities of the District by:

  • Creating mixed-income housing that will deliver a project with high quality housing options for a range of incomes, where all the units are of the same quality regardless of household income level;
  • Supporting the build first principle by developing some replacement housing prior to the demolition of the existing public housing at Lincoln Heights and Richardson Dwellings;
  • Advancing the goal of one-for-one replacement by including approximately 50 replacement units; and
  • Producing jobs for District residents and opportunities for small and local businesses through the First Source and CBE commitments;
  • Creating sustainable architecture and quality of life, by using high quality design and construction materials, through adherence to the Enterprise Communities Criteria
