Mixed-Use Project Planned for Church Parking Lot in Shaw

Shaw is set to get another luxury apartment development, on a 13,300-square-foot parking lot used by churchgoers.

Roadside Development and Dantes Partners plan to build a mixed-use project at 8th and O streets NW, just south of the City Market at O site, according to documents filed to the D.C. Zoning Commission this week. At its highest point, the building will be approximately 98 feet tall and have a "layered approach," including private balconies and rooftop gardens. Nearly 80 units will be spread across 87,000 square feet, complemented by 8,000 square feet "devoted to non-residential uses," of which 1,240 square feet will be set aside for the Church of the Immaculate Conception at 8th and N streets NW. The project will feature 20 underground parking spaces as well as a retail area on the ground floor.

In February, the D.C. Council gave final approval to the companies to redevelop what was previously District-owned land. The Historic Preservation Review Board also green-lighted the proposed project since it's located in the Shaw Historic District. Architectural firm Shalom Baranes has partnered with Roadside and Dantes on the project's design.

"As a natural extension of City Market at O, the project will be a major catalyst to the continued revitalization of Shaw," the applicants state in their materials for the zoning commission. The development aims to be certified as LEED Gold.

The 8th Street NW side of the project will have three-and-a-half story townhouses "that display crisp, faceted window frames that echo the proportion and scale of the adjacent homes," per zoning documents. Roughly two dozen of the apartment units, or a quarter of the project's residential space, will be affordable housing, with one half restricted to residents earning under 50 percent of the area median income and the other half restricted to residents earning under 80 percent of AMI (D.C.'s AMI for a family of four is about $109,000). These will be multifamily units.

The Church of the Immaculate Conception will get 25 parking spaces in the adjacent City Market at O garage, a development that Roadside also led. The site is within walking distance of the Mount Vernon Square Metro station.
