Center Leg Freeway 


Interstate 395 cuts a concrete canyon through the District’s downtown core that has stymied an unprecedented surge of investment from moving from the East End to Union Station and Capitol Hill. Development rights to build above the interstate had been ensnarled in litigation for nearly two decades. Working with developer Louis Dreyfus Property Group, the District is planning a $1.1 billion mixed-use development above the Center Leg Freeway that will re-establish connections between these neighborhoods and add to the vitality of the city’s booming downtown. The District and Louis Dreyfus Property Group are planning a project that will include for sale housing, retail and commercial office space. Beginning in 2013, the proposed project could generate as much as $400 million in new tax revenue during the next 25 years.
