The Opportunity
The Government of the District of Columbia (the “District”), through the Office of the Deputy Mayor for Planning and Economic Development (“DMPED”), seeks to develop the lot 0059 in Square 0516, located at the intersection of 5th Street and I Street NW.  

DMPED invites qualified Development Teams (“Respondents”) to respond to this Request For Expressions of Interest (“RFEI”) for the disposition and development of lot 0059 in Square 0516 (“Development Parcel”), totaling 20,641 sq. ft., pursuant to a ground lease of no less then thirty (30) years or a fee simple transfer. The proposed development plans should reflect the important value of this site to the surrounding community and embody the following characteristics:

  • High architectural design quality that maximizes density, 
  • Economic viability,
  • Residential condominium or rental component, including an affordable housing component,
  • Robust local and small business neighborhood serving retail, and
  • A transit oriented development that reflects the project's adjacency to multiple Metro Stations.

The Pre-Response Conference will be held on Friday, June 7th, 2013 at 2PM at the Northwest One Library, 155 L Street NW.

Request for Qualifications (RFQ) for Master Development Services at Former Walter Reed Army Medical Center

The Government of the District of Columbia (the "District"), through the Office of the Deputy Mayor for Planning and Economic Development ("DMPED"), seeks Statements of Qualifications ("SOQs") from qualified real estate development teams ("Respondents") to respond to this Request for Qualifications ("RFQ") for the disposition and development of 66.57 acres ("Site") located on the property formerly known as the Walter Reed Army Medical Center ("WRAMC") upon the District's planned acquisition of the Site from the United States Government.

The Opportunity
The District of Columbia Housing Authority (“DCHA”), in partnership with the Office of the Deputy Mayor for Planning and Economic Development (“DMPED”) and in collaboration with the Office of Planning (“OP”), seeks a Master Planning and Development Team to develop and implement a comprehensive redevelopment plan for the Barry Farm New Communities Initiative (“BFNCI”).  This is a collaborative redevelopment effort to program and implement a comprehensive redevelopment plan for Barry Farm, leading to the creation of a sustainable, mixed-income community that is well-integrated with the surrounding neighborhood.  

Barry Farm is designated as part of the Government of the District of Columbia (the “District”) New Communities Initiative, a comprehensive public-private partnership designed to improve the quality of life for families and individuals living in four neighborhoods in Washington, DC:  Northwest One (Ward 6), Barry Farm (Ward 8), Lincoln Heights/Richardson Dwellings (Ward 7), and Park Morton (Ward 1).  Designated New Communities are District-supported redevelopment projects which address the physical and human architecture of neighborhoods troubled by concentrations of poverty, unemployment, blight and deterioration of the housing stock.  

Selection Process
DCHA’s solicitation seeks responses from qualified Master Planning and Development Teams with broad experience in public housing and mixed-finance development.  The selection process will be conducted in two parts, as follows:

Part I:  Request for Qualifications
In Part I of the process, interested Master Planning and Development Teams shall submit information concerning the Teams’ capacity, qualifications, and experience as outlined in the RFQ/RFP.  The RFQ responses will be reviewed by a multi-agency review team (“Evaluation Panel”) comprised of representatives appointed by the Executive Director of DCHA, in accordance with the evaluation factors set forth in the RFQ/RFP.  The link to the RFQ/RFP is found below.

Announcement of Short List
At the conclusion of the evaluation of Part I, a short list was developed.  The short list is composed of Respondent Teams deemed to be within the competitive range.  DCHA has contacted all Respondent Teams to inform them of the RFQ results and the identified Short List of Respondent Teams for Part II proposals.  Public presentations shall be required of the identified Short List of Respondent Teams.

Part II:  Request for Proposals
In Part II of the process, Respondent Teams deemed to be on the Short List shall submit a proposal for Barry Farm.  Part II of the Master Planning and Development Team proposals shall be reviewed by the Evaluation Panel in accordance with the evaluation factors set forth in the RFQ/RFP.  The Recommendation Panel will only review Part II responses from Teams determined to be a part of the Short List. RFP responses are due March 8, 2013.

Evaluation Panel
Final scores will be determined by combining the points received for both Part I and Part II responses.  The Evaluation Panel reserves the right to interview Respondent Teams if such is deemed to be in the best interest of DCHA.  The Executive Director shall recommend a final list to the DCHA Board of Commissioners.  The final selection of the Master Planning and Development Team will be made by the DCHA Board of Commissioners.
 
Post-Selection Due Diligence  
Following receipt of notification from DCHA of the selection, the selected Team shall execute a negotiated development agreement with DCHA.  In the event the BFNCI Project is delayed or canceled, DCHA reserves the right to utilize the selected Team on a different project of similar scale and/or size without issuing a separate solicitation.

Pre-Response Conference:
A pre-response conference was held at 10:00 am on Wednesday, September 19, 2012.
 The purpose of this conference is to discuss the proposed scope of work and respond to questions regarding the services required.  The location will be at 1133 North Capitol Street, NE, 3rd Floor Conference Room, Contracts and Procurement, Washington, D.C. 20002-7599.

Announcement of Short List/Request for Best and Final Offers:
After careful deliberation and based on the evaluation criteria set forth in the RFEI, the District has identified a short list of four (4) Development Team respondents who are being requested to submit a Best and Final Offer ("BAFO"). The four Development Team respondents on the short list are:

  • Neighborhood Development Company
  • Atlas Partners
  • Rise Development / H Street CDC

 

The deadline for the short-listed Development Team respondents to submit their BAFO is Wednesday, December 5th, 2012. Following DMPED's review of the Best and Final Offers, DMPED will complete its final evaluation and present its selection recommendation to the Mayor for review. Updated information will be provided by January 2013.

  • Mixed-income residential rental component that maximizes affordability based upon
      the District's contribution of land value,
  • Local and small business neighborhood serving retail, and
  • A transit oriented development that reflects the project's adjacency to the Shaw/Howard Metro Station.

DMPED seeks a developer that will develop the lots in keeping with the goals set out in this RFEI, and will accept  both matter-of-right and Planned Unit Development (“PUD”) development proposals.  However, DMPED encourages Respondents to submit PUD development proposals that maximize the density of the Development Parcels.  The Respondents that present the most innovative, comprehensive, and community supported solution may be “short listed” and/or a “best and final” proposal may be requested before a final selection is made.
